Foreword
The Bucay Water District citizen's Charter is formulated in compliance with Republic Act No. 9485, otherwise known as the Anti-Red Tape Act of 2007. It is an act aiming to improve efficiency in the delivery of government service to the public by reducing bureaucratic red tape, thus, preventing, if not eliminating graft and corruption.
Vision and Mission
Vision: "To provide portable and affordable water service 24 hours daily and to extend the service clean and sufficient water to entire municipality of Bucay"
Mission: "To effectively build a water district servicing the water supply needs of the community and to operate efficiently with utmost care for the people and environment"
Objectives
1. To inform Bucay Water District concessionaires of the importance of having water district in the locality, functions, responsibilities and front line services offered by the Bucay Water District.
2. To serve as concessionaires guide in availing Bucay Water District Frontline Service requirements, procedures and charges.
3. To be able to serve the constituents with utmost accountability, responsiveness and transparency
4. For the consumers to be aware and knowledgeable of the Bucay Water District operations, policies, rules and regulation, obligations to Bucay Water District, to the locality, and the environment as a whole.
5. To empower all consumers to participate towards the improvement of the Bucay Water District.

*Who may Avail?
Any interested person. firm, or corporation may avail of the services offered by the Bucay, water District, Provided that:
A. The service connection shall be installed within the water service area of the Bucay water district.
B. The applicant, location, the lot/building owner has no outstanding account with the Bucay Water District.
C. The applicant is at least legal age, with the capacity to enter into a contract.

History of Bucay Water District
The Bucay Water District was formed on December 3, 2008 by virtue of the SB Resolution No. 77
passed by the municipal council of Bucay, Abra. With the information of the Water District, the ownership and management of the entire water system operated by the municipal government of Bucay, Abra was transferred to the Bucay Water District. On April 22, 2009 LWUA issued the Conditional Certificate of Conformance No. 642 to Bucay Waterd District (BWD).
